In Vista/Win7, go to CP > Power Management > Advanced Settings and from there you can see a list of all your hardware and the rules for them (such as shut off hard drive after 20 minutes, sleep after 30 minutes, etc.).
But there also happens to be "Minimum CPU State" and by default it is set at a low 5%. I don't know if M$ would really do this to conserve electricity (95% of people do not know how to change power saving settings, the remaining 5% would not think to).
Question: Doesn't this have a negative effect on speed? There would be no reason not to have it at 0% if not, but I am assuming that it takes a bit of extra time to change the clock of the CPU or it may even possibly average out at 50-80% speed and rarely reach 100% clock, which would cause serious issues in games that have moderate CPU usage with occasional spikes (I would imagine).
Pretty sure most games would be using the CPU enough for the clock to get kicked back up. You might as well try keeping it on, if you experience any problems you can always turn off scaling altogether.
My cpu does the same. It is clocked at 2.4Ghz and usually goes to around 1ghz or 1.4ghz
But as soon as I start doing something, like dragging a window around the screen, it goes back to 2.4Ghz. So yeah, it doesnt really matter. _________________
