So I'm on Win7, and I just was able to plug in my HD4870 earlier today (a few hours ago) with my new 650TX CMPSU. I assumed that my integrated HD3300 could only output 1400 x 900, and that is why it was my highest resolution. But when I plugged in my HD4870, I expected much higher resolutions available. Not the full 2560 x 1600 because I was using VGA (VGA to DVI converter). My monitor supports both VGA and DVI. So then I go downstairs and find that my dad's computer has both a VGA and a DVI cable plugged into his computer (I don't even want to know who the fuck did that). So I take out the DVI cable and bring it upstairs. Yet still I have 1400 x 900. I could do higher resolution than that on my old computer with the same monitor. Any suggestions?

The highest resolution you can achieve is determine by your monitor.

Download drivers for it.

Side note: What's your monitor's size and resolution?

Well my max res is 1280x1028.

But my monitor is like 4 years old and is only 19". Not widescreen.

I myself still use a standard 19" too that has max res. of 1280x1024 and it's around 5 years old. Today's LCD does have better res, but there are limits as in you get what you pay for.

e.g.
Standards: 17" 1280x1024

Widescreens:
19": 1280x800, 1366x768,1440x900
22": 1680x1050
23": 1920x1080
24": 1920x1080,1920x1200
30": 2560x1600
