| Ok i dont know how to do it or if im even saying it rught. When i have a program, if i try to push the bar up out of my screen it pushes it back. How can I make it not do that?

1. Either your program does not let you do that or
2. You're not in panning mode.

| I dont know how to do panning mode on windows 7 and it does it to every window. I have to play alot of publisher based games in window mode (ijji, etc) and I wanna push the top of the screen out a lil so I can click the bottom of the screen better. Small screens, they get ya.

| If your running this on a netbook with a low resolution, then certain parts of the program will get cut off.

Thus I have to click above the object to be clicking on it in full screen. In window how ever this is not an issue. I just want the top of the screen pushed out.
Its a personal pref, and its a mini.

It's been doing that on every OS since XP. I could've told you if 98 and 2000 do the same thing, but I forgot.
Their original intention is to not let anyone be stuck with a window that can't be closed because some noob dragged it off screen.
solution: no known solution.
