Things I need to know how to do:
Change my IP as to where if I'm IP banned from something when I change it I'm not, for some reason when I do change it, it still says I'm IP banned. I have Windows Vista Home Premium SP3.
Also I need to know how to edit my other computer information that can be sought out by forums such as these.

First question: proxies or power off your modem for a day.
Second question: what sort of information do you want to edit (spoof?) that can be seen by sites?

1st question: What if I leave it off all night while I sleep?
2nd question: I mean like hostname and all that stuff, subnet mask, etc.

You have two IPs, a public IP and a private IP. Your public IP is the IP address that websites use to identify your modem. Your private IP is the IP address your router uses to recognize your computer. Computers on the same network will have different private IPs, but the same public IPs. I'm almost positive you changed your private IP, which is entirely irrelevant to identification for a website. You need a proxy. Not a web proxy either, but a program that connects you to a proxy server.

Well I went to my network properties > Ipv4 > then changed the last 3 digits of the IP I originally had. Then when I check it in the cmd, it says its different but when I goto any site I'm IP banned at, I'm still IP banned ._. How do I fix it?

You changed your private IP, not your public IP.
Again, get a proxy. Did you even bother fully reading what I said?

To be honest you never stated how to do either one, therefore it wouldn't make a difference if I read what you typed or not. Well now that I know what I did, how do I change my public IP?
@F3ar: I could careless about anything having to deal with you, especially Hobo's site.

I told you that you would need a proxy.
Google proxy.
It isn't rocket science. You didn't read my post, how do you expect to be helped?
@F3ar: http://news.softpedia.com/news/Vista-SP3-Gets-First-Hotfix-111645.shtml Third result.
http://www.downloadsquad.com/2009/05/14/microsoft-begins-working-on-sp3-for-vista/ First result (date on page is May 14).
I'm not an idiot, I'm not thinking about XP. Do you even have Vista?

I'm aware of what and how to use a proxy. I was requesting a way in which I myself can change it manually by editing w/e values wherever they may be, not a web application, web site, or anything else.

If you could do that, why would anybody use a proxy?

To actually change your IP, you'd have to have your modem powered off long enough for your ISP to assign a new IP. This could be up to 24 hours, I think.

There are many good proxies out there.
HotSpot Shield - Anchorfree
UltraSurf - Internet Freedom
Freegate - Internet Freedom
Those are the main three I use.
