Those prices seem to be the "pre-order special." Windows 7 Pro OEM full looks great at $135. Might end up getting it, but I'm already expecting a copy of Windows 7 Ultimate from Microsoft from that Windows 7 party stuff.

The retail one has 2 version so one is Ultimate Full and the other Ultimate Upgrade.
OEMs are full versions.
The difference between retail and OEM...
OEM is tied to the system where if you build yourself another brand new computer, the license cannot be transferred (MS hasn't aggressively force this policy).
Retail is tied to the user (you), if you build yourself another computer you may transfer the license over.
Both type of COA can only be use on a single PC.
If you notice OEM COA are sticked to the side of a PC, while retail COA (mostly orange in color), are sticked to the box packaging.

Are you saying that I can not buy a Disc from Here and simply use the same CD Key?

You can probably torrent or get the OS cd, then just get the serial under your computer and put that in, it'll work.
But it has to be the same OS the sticker is compatible with.

No that's not what I meant...
I was talking about the OEM COA (product key sticker) that you cannot use it on another brand new computer.
If I was using my Vista OEM disc and somehow shattered in the drive, I can go to that page and order a copy of it.

If I was using my Vista OEM disc and somehow shattered in the drive, I can go to that page and order a copy of it. |
The Acer PC I got has a sticker with the CD Key on the side of the case. And I don't actually have the Vista Home Premium CD Key. It's just an Acer Recovery Disc thing which sucks balls.... How do I know if the CD Key is tied to my Acer PC or not? because I want to install that Vista with the Acer CD Key on another PC...

Any Windows Product key sticker you see on the side of a computer case indicated is OEM. On the sticker itself you should see the manufacturer who put it there, in your case Acer. This tells you that this sticker is tied to your Acer computer.
