I need a monitor for my next computer and I need some help choosing a good one.
i'm looking for a 24" ish monitor with a 1920x1080 or 1200 resolution.
I need a good quality one but im trying to keep the price low.
I have no experience with lcds so I need some help

Price range? Do you have any requirements for color range (full 8-bits per channel) or viewing angles?
Generally, higher-quality LCDs are the ones that use PVA/MVA or IPS panels. You can usually tell from the response time. 2ms GTG are usually TN panels (6-bit per channel color, low viewing angle), while LCDs with 5ms response times usually use PVA/MVA with full 8-bit per channel color. H-IPS and S-IPS panels usually come with slower response times (unless you manage to get a hold of those new E-IPS panels), but they offer 8-bit color and impressive viewing angle, although at a higher price. It's still best to refer to the spec sheets, although they can be hard to find at times.

I've got my 360 hooked up via VGA, would I get the benefits of 120Hz as well?

Go for 24", trust me... 22" and 23" are just a piece of shit, that's why they're so cheap... you get what you pay for.
And go for 1920x1200. Although it may stretch out 1080p, a good monitor will have built in 1:1 aspect ratio stretching and a lot of movies and games still use the old 4:3 ratio which means your display will be either hella stretched, or have huge black bars on the sides making half your screen go to waste.
If you get the 1920x1200 monitor, things that are not widescreen will be much larger or look better.

no, you won't get to bask in the glorious smoothness.
maybe you'll get less blur in fast motion, but you're not going to be drawing 120 frames a second on a 360.

So you're essentially saying that my 19" monitor is below "just a piece of shit." No, it isn't. Monitor size doesn't have an influence on quality, the parts and manufacturers of those parts do.
1920x1200 is 16:10 widescreen, and 1920x1080 is 16:9 widescreen. Stretched images look like crap most of the time, letterboxing is better. Your post starts to not make any sense from here on. Look for a monitor that supports 1:1 pixel mapping. A monitor with this feature will let you view contents in its native from without stretching or distortion.

Your drivers will handle the scaling if your monitor can not.

Yes, your 19" monitor is below a piece of shit. Don't you feel cramped? How can you even fit the entire HUD of newer games? And for widescreen... oh man, that probably kills you to have such a small display. It probably feels like a PSP
I didn't say 360 or PS3... there are more PS2 games than there are games for both of those consoles combined, so "most games" DO still use 4:3. And don't try to say PS2 is obsolete -- the PS3 just barely started to outsell the PS2 I believe.
16:10 will have decently sized black bars for 4:3 content, but it is just barely acceptable enough that it doesn't really bother you and most of your screen is still being used. But 16:9 is a bit too widescreen... the black bars are huge.
