You could probably get by playing TF2, but the 8200M is an integrated GPU with shared system memory. The CPU is only marginally good for more modern gaming.
If you want my advice, don't expect a whole lot from laptops in the way of gaming unless you're prepared to pay for the performance. Also, just keep in mind that recertified means that it was returned to the manufacturer, who gave it the OK that it is the same as the new piece of hardware.

Well you named some diverse games in terms of power needed to run.

TF2: Yes definitely. In fact, you can run it on medium to maybe even high specs smoothly. TF2 isn't that high specs a game.
Gmod: Same as TF2.
L4D: Also same. Most source games aren't very high specs.
Fallout 3: Yes, but definitely keep on lowest as possible. You may experience some low FPS at times.

Well i don't expect a BIG boost, but considering my current computer is a:
2.4ghz CELERON
1gb DDR ram
GeForce 6200

Also I will probably be buying more ram.

Also considering the refurbished status, I don't really care about a few scratches here and there.

remember that integrated graphics cards are horrible for gaming so don't expect to play anything at highest settings and most games don't use more than 1 core (except for L4D which uses both) so the dual core won't help there as much. I know it looks like a great laptop and all but you won't be so happy about the performance (gaming wise)

As I already stated, I am wanting to play it on low settings.

Well then that is most likely due to your connection to the server. What is the average ping you get to servers you frequent?

Fps doesn't have anything to do with ping, right?
Also i play a bunch of different servers
100ping/20ping/50ping etc.

Do my rates have anything to do with it?
