If you don't have a static ip you can look if your modem\router supports Dynamic DNS. With that you can have a static name like "allstar(dot)com" . How that works...
Here's an example:
You can use a free DNS service like "no-ip(dot)com". You will create an account there (username & password), and create a unique name like "allstar(dot)com". Then you will fill the username & password information to your modem/router so it can login to no-ip(dot)com and send your current ip to the "no-ip com" service. If you get disconnected for some reason, your modem/router will relogin with username & password and update the new ip. So everytime someone will try to log in to "allstar(dot)com", the "no-ip(dot)com" will always be updated with your current ip.
www.portforward.com is a nice website that helps you portforward for most routers.
If you don't know the username/password for your router then ask your parents or whoever set it up. If they don't know, though luck.
