No programs come to mind, but there are certainly some good themes that you can find on the web.

Yes you download and Install VistaGlazz
Then go to deviantart and download any vista theme from there.

Just get TuneUp Utilities

It comes with a full set of various customisation tools, and optimizes your computer as a bonus if you want.

Here is my favourite theme, just as a suggestion.

Or if you're running Windows XP just download UXTHEME multi patcher and you'll be able to use unofficial themes which can be downloaded from deviantart
