Truthfully it looks like you just cut the corners off and added your name.
When you remove something, don't leave the white spaces there like that, erase them and save it as a png to make it transparent. Believe me, it looks better.
And the colour you chose for your text doesn't fit well with the colours in the picture.

W/e, anyway, I suggest you go find some tutorials (there's some great ones on deviant for beginners) and follow a few (lots) of them.
Your colours are horrible, nothing blends and it's a mess of text fractal and renders.

i just used a online Photoshop for glow effect since it's better then the 1 in the photoshop i was using

I think it looks at least OK, I personally LOVED GTA4, I do like the random backround, looks crazy ^^, but good job bro it's better to try and learn then too not even try at all!
