Umm... it depends on your intended use. server 2008 can do a LOT. If you are just looking for a DHCP server then just get a router... almost any off the shelf router/switch combo these days will do most, if not all, of the work involved. So my question is, what are you intending to do? What is the goal you are trying to achieve?

You could, but the costs would be astronomically high in comparison with just paying another ISP for top end broadband.

You'd also need some serious network knowledge, some expensive hardware and not forgetting a bunch of staff to manage and run the network.
