I made a new windows account and I was needing to know how do I get a program from the other windows account?

Program: Project64 1.6

I need all the files of the Project64.

Assuming you're an administrator...

C:\Documents and Settings\user name of the account you want to access\Desktop

He might have installed the program in Program Files or in his documents folder, so you might just have to dig around.
