Is there anything at all that will import a mkv or at least cam it to a different file type?
I have a mkv video that I want to chop up.

There are a bunch of mkv converters, the one I use is allok.
If you want to burn it then is better to just use DVDXtoConverter

That doesn't seem to be what I'm looking for.
I want something basically like windows movie maker that can import an mkv file, then edit the timeline just like an avi.

Then I'm not sure what you meant by

but you can convert it to avi => to edit it
or
if all you want to do is crop a part out then try
http://www.bunkus.org/videotools/mkvtoolnix/
supposedly you can use it to split parts so it should work for cropping something out. I doubt theres and editors like movie maker for mkv

Well most converters I used brings them up with a very bad quality.

Convert to uncompressed AVI. That way it's a lossless conversion.

vdubmod didn't install right.
ffmpeg makes no sense, I can't even download it.
