Well i got japanese games that wont run in english default language and/or through applocale. Is there a fix for this? Im figuring its the fault of my netbook but I'm not sure. I have all the unicodes installed and such but it still wont play. It gives an error with a ton of question marks. With the laptop set in japanese it works though. Is there a fix for this?

I seem to remember there being a program that patched your application's memory at runtime to allow japanese characters to be displayed. Unfortunately my memory isn't serving me well and I can't remember the name of it. I'll have a dig around and get back to you.
In the meantime you should look around some H-game forums, they are full of people asking the same question and you're likely to find a result there.
