On my mom's new laptop there's white bars that run across the top of the screen. Has this ever happened to anyone before? If so what should I do?
The laptop is a Dell Studio
Edit: I tried Prnt Screen but it didn't show up

Does the white bar come up before it boots into Windows? Like when it says manufacturer/bios name is there a white line still?
If before Window's runs there is no White line, then try updating to latest drivers.
If before Window's runs there is a White line, then it may be dead pixel's, if there in a line then it may be someone hit it and that hit area gives off that large line. As gogodr said, take it back to the manufacturer and exchange/refund...

| if it doesn't show up on screenshots then it's probably your computer hardware rather than a software problem. so most likely your screen problem

It could also be the display driver or BIOS. Try upgrading the drivers to the latest version.
A simple test to see if the white bar is caused by drivers is to change the resolution. If the white bar is still there for the short time where the screen goes black as the resolution changes, chances are it's a bad screen.

If it would be drivers it would show up on a screen shot of the screen.

| As the majority claims here, it's a broken monitor. Since its new, you should still have some warranty or alike on it, then go get a new one.

Hehe.
Dust burns your grapics. You should clean out the dust whenever possible. If would have done it I would have gotten a new gpu or a new comp ;P

Dust does not burn your graphics card man, where did you hear that shit?
Burn collects at the heat sink or around it causing less airflow therefor more stagnant hot air collects and you have high tempuratures.
That is what does does and laptops RARELY get a lot of dust build up

Not true. The driver creates the graphics buffer (i.e. display bitmap) that is presented to the graphics adapter, which formats it for the display device (e.g. monitor). Print screen captures the secondary 'Windows Windowing System' graphics buffer, which is not the same thing. This is why overlayed content from media players (WMP, VLC, etc) doesn't show up in print screens, as the overlay is directly written to the driver's graphics buffer. If the driver's graphics buffer is malformed during the presentation stage (due to a bad driver), the image on the screen would be malformed, whereas a print-screen image of it would not be. It's a very unusual and probably unlikely case, but it's worth checking out.
The chances are it's a bad screen. Try connecting an external monitor to it and switching over. If the white line is gone, it's a dead monitor.
