It's not really a good comparison...
The Phenom II competes with the Intel Core 2 Series...
The i7 is just out of the Phenom II's League...
Ofcourse the Intel Core i7, the latest, and performance beast will be more expensive then the competitor if the C2 series...

Intel. The fastest intel processors are faster the the fastest AMD's. I don't know the exact statistics, but Intel also doesn't get as hot (good for laptops).

IMO, Intel is generally good with the low-budget (i.e. low-end Pentium Dual Core) and high-end (Core i7, higher-end Core 2 Quads). They've still failed to produce a multi-core processor that would appeal to the ~$100-$200 market that's dominated by both generations of Phenom processors (Toliman, Agena, Heka, Callisto, low-end Denebs). That's for desktop processors though.

The i7 is clearly the better performer overall if price isn't an issue, but from what I've heard the newer Phenoms offer the best price/performance.
Though it would help if you mentioned the usage of the processor, what's best for gaming is not necessarily the best for a server, or for a basic desktop, and so on.
