TF2 is an FPS, with different games on every server. But there are many servers. No hacks to the best of my knowledge, and almost everyone talks through a headset.

I'd prefer Xbox 360 TF2. Less chance of hacking, communication via headset. Can't go much further than that, I have never played it.
Left 4 Dead on the Xbox 360 is also epic online play + communication because it's pretty much vital to enjoy the game.
Halo 3 if you don't have it. Only good if you spend 1400 microsoft points on the Legendary and Mythic map packs, then download the Heroic map pack and Cold Storage for free. Online play is amazing and underrated on the internet, but the communication just as described online. (8 year olds whining, yelling, etc. Not often ran into..they just are there.)
TF2 - Popular, servers are populated. Probably more populated on the PC though.
Halo ODST is coming out in September, pretty much looks flawless. You probably should set aside some of that money for this game..seems like it's going to be off the shelves EXTREMELY QUICKLY. (many people are motivated by the gift that comes with pre-ordering it..Sgt. Johnson playable in the Horde mode "Firefight".)

Probably not going to be a TF3, or if there is it'll be in years. TF2 is a single purchase through Steam. Any USB headset will do. I'm not sure what you mean by the first question.
@Lego, no, PC version is much better.

There are 32 people max in each server. But there are many servers. And you won't have to wait a long time to join a game because of the players, it just takes a while to load the game, depending on how good of a computer you have. If you have the minimum requirements to run it (make sure you check that you can indeed run it before you buy it) like I do, it'll take a little bit to load the games.

There are 32 people max in each server. But there are many servers. And you won't have to wait a long time to join a game because of the players, it just takes a while to load the game, depending on how good of a computer you have. You can surpass 32 people a server, but it's unstable.

It comes in the Orange Box w/ Portal and Half Life 2 Episode 2. But I think because Portal comes as its' own game, TF2 may as well.
Why not check the store website? (Last time I checked btw, Orange Box costs like $30.)
