What port is the downloader using?

It will help if you port forward the port and find a torrent with many seeders and little to no lechers.

Some ISP are blocking torrent downloads or limiting it.

A megabit is not the same as a megabyte.
If you're getting say, 1.5 megabits per second service from your ISP, that translates to ~192 kilobytes/s.
If you have previously had speeds of 1-2 MB/s, it becomes a different story, probably having to do with torrent issues: ISP throttling and traffic shaping, bad port configuration, not limiting upload speed to about 80%, etc.

Yes.

Here is a site listing routers and how to port forward for each. The port number uTorrent uses can be found in the settings window. Forward the port with the option "TCP/UDP" on your router's page.
However, the question still stands: when you say your computer "is suppose to dl at like 1mb to 2 mb", is this because of your past experience with downloading from other sources, or because it's something you read from your ISP. You may be getting normal speeds for your connection.

Because you're using public torrents. My max dl speed is 3.9MB/s but in there i get only 150 max. I have been invited by my friends to several private trackers and there almost always i dl at max speed

There are public bittorrent trackers (mininova, pirate bay, demonoid) With torrents that everyone can get to, then there are private bittorrent trackers (torrentleech, IPTorrents) That you have to be invited to. Private torrent trackers tend to have more people with seedboxes, so you are always leeching at your max speed, also they tend to get faster releases, as in DVDSCR, Telesync's, R5's, etc.

Basically get into a private tracker for faster releases and faster download speeds

P.S. public trackers tend to have the RIAA watching you, private trackers dont

TL;DR Private trackers have better speed, faster releases, and the RIAA can't watch you.

What do you mean with "supposed to"? First of all there is no guarantie that a torrent would start at all. Second of all if your paying for a 2 mb connection it doesn't mean that your supposed to download in or near 2mb.
