Ubuntu, in my opinion
But if you're truly retarded, you would need to start with Damn Small Linux.

LFS and Gentoo are a bit too difficult, seeing as they need linux experience (and in the case of LFS, a host distro) and also experience in compilers, linkers, shared libraries and what not.
Arch is great, though ubuntu is still a bit easier coming from windows.
But if you at all technical, Arch should be perfect.

the last part sounded random. Going from windows to linux will be confusing no matter what distrubution you pick.

Not all of us want to "learn" things. We want to "use" things.
Giving you an example: you don't need to know nor memorize the JPEG compression algorithm to save a JPEG file.
If Ubuntu DOES work perfectly on that comp, why not?

Because you'll have a much harder time migrating from Ubuntu to another linux distribution if Ubuntu was your first distro.

In my opinion, this depends on the mindset the user takes on through using the operating system.
For instance, if they start out using Ubuntu but make an active attempt towards learning methods, underlying principles, etc., all while keeping in mind that they eventually want to move to a more "advanced" operating system such as Arch Linux, they will be much better off from the user who just likes to fuck around with gnome-games and thinks it's NOVEL to be using free (as in freedom) software.
It takes discipline to learn, and if somebody is truly interesting in using Linux well, they'll form their own path. I don't believe it's like programming, where many people consider learning BASIC to be more of an obstacle than a help, and where your first language often affects you more than you might think.
That being said, Arch Linux has a great wiki and community and new Linux users may also choose to go a sort of total-immersion path, a crash course in using Linux, as opposed to going very slowly in learning and reading lots of books at the beginner level, things like that.
Check out the O'Reilly book, Running Linux.
