I'm going to get it checked out tomorrow but would this likely be the fault of the motherboard?
Motherboard is an EP45 DS3L, processor is a Q9650, 2x2GB 1100MHz RAM.

make sure everythign is getting power, and check each stick of ram individually

It's probably because you didn't plug in the CPU power.

could even be a faulty graphics card (broken pci interface can block post)

Yeah. I was putting it together mostly by the manuals, but in the CPU manual it didn't mention that it had its own power supply; it probably was in the motherboard manual though, but I didn't read it when installing the CPU.
Nevertheless, my mistake almost caused a family member inconvenience by having him come out and check as to what I'd done wrong. Thanks for suggesting it Waly, because I probably wouldn't have found it on my own.
My new build is running like a dream, 1920x1080 8xAA on Crysis can be fairly smooth at all very high settings; on my other computer I got twice as much lag at high settings with no AA at 1680x1050.

What are your Specs for your new build?
I never knew that the CPU had its own power supply... i thought it gets it's power straight from pins that are connected to motherboard...

yes, the CPU requires it's own power supply, didn't you get the memo?
(he means the 4 pin connector)

Ohhh, I knew the motherboard needed 20Pin and a 4Pin, but I didn't know the 4Pin was dedicated for the CPU. Thanks Slovach
