Well my computer and the office computer which is literally 15 steps away have different IP's (odd?) and my step-father turned off the internets on my computer. So I don't have to really sneak it on and off without risk of being caught, is it possible to use my office computer's IP as a proxy plus an internet connection?

You have to be connected to the router, so no.
