Depends on the server's location.

For some people, it's simply enough their hardware.

If you could post your PC-Spec (and internet connection speed) then we can tell you if it's your PC, or the servers location.

I'm currently running on Intel 358mb graphics and connection speed is at 100+ kbps, I usually get around 100+ ping.

The Killer Nic card offer little performance gain to justify for its heavy price tag. They've came up with a PCIe version which mean there are still a lot of dumb user who believes in it.

Graphics are the potential ping. Ping is the proper response.

I have insanely fast internet, fibre optics to be exact. But I have a low end PC. I can't run TF2 without lagging.

BTW, ping is how far you are away from the server, the number is usually milliseconds

A 46 ms ping is generally closer than a 88 ms ping as the reply took longer (higher number)

If you play on low ping servers, your lag may drop.

net_graph 3 / 4 in the console, in game, will tell you everything.

Make sure your steam connection settings are right, first off.

If the server is stuttering, it's probably having load problems, which you can watch by looking at the 'sv_fps' it shows. 33, 66, and 100 are normal depending on the server settings.

Under 3, it should tell you if you're getting packet loss. Obviously, dropping data / server snapshots isn't good, unless the server is an enormous pile of shit, I'd say your connection is going to more likely be at fault here.

Choke means your rates are too high (cl_cmdrate / cl_updaterate). These should be set automatically, generally. The server wants to send you data, but it can't.

Finally, it tells you your framerate. If you're under 20, you'll probably barely be able to perceive the motion, aka it will look like choppy shit. 30 should be playable, 60+ is ideal and perfectly smooth.

If you need serious FPS help, try 'mat_dxlevel 80' in the console, then turn shit down in the settings if you need more. Your GPU is a pile of shit, don't expect miracles.

100~ ping should still be very playable and smooth in TF2, all kinds of black magic goes on behind the scenes to ensure that. I'm going to say that it's your graphics crapping itself.

Actually it's how long it takes the server to reply to your message.
