What is your budget so that we can consider parts for your build?

My suggestion is not to build, but to buy from ebay since you live in Canada.
I live in canada and from my experience parts here are expensive and not worth building your own.
Although if you go to ebay, you can search for a computer there, they're usually cheaper. Look at etccomputers and LU computers on ebay.
I recommend them because they have good service and the good part is, if you want something changed or taken out from the computer, they'll do it and just deduct the price of the item that you have removed / add the price of the newly changed item to the computer. Just email them.

Do not go on their site though, they are more expensive.

Got a spare hard drive laying around? Here's a good deal.

Try this. I'm not really sure about the PSU, though...the reviews may make you a bit nervous.

http://www.newegg.ca/Product/Product.aspx?Item=N82E16811147111
http://www.newegg.ca/Product/Product.aspx?Item=N82E16822148247
http://www.newegg.ca/Product/Product.aspx?Item=N82E16817148033
http://www.newegg.ca/Product/Product.aspx?Item=N82E16820220088
http://www.newegg.ca/Product/Product.aspx?Item=N82E16813131243
http://www.newegg.ca/Product/Product.aspx?Item=N82E16819116069

$236.44
EDIT:
A better processor, and PSU:
http://www.newegg.ca/Product/Product.aspx?Item=N82E16817171028
http://www.newegg.ca/Product/Product.aspx?Item=N82E16819116072

With those two replacing the other PSU and processor, the price comes to $285.

Fans come with the case and the processor comes with the thermal compound already applied.

All Celerons and Pentiums are dual-cores now. Anyway, in my edit, I included a Pentium.
You could use the motherboard you chose; I was just going through Newegg and looking at whatever was cheap and had somewhat decent reviews.

Also, you have some room to improve, be it another gig of RAM, a bigger hard drive, or a better processor. It would cost a little more though (obviously), but would probably still be within your budget.

AMD is cheaper but performance-wise, will doom you. Intel is far off in the long run.
