I have a desktop HP M8430f. Its fans run hard from time to time. I currently can't find any PCI slots to put another fan so i was wondering if there is any good USB fans.

Why are you talking about PCI fans, you have a PCI fan installed on your computer? I'm pretty sure HP PC's don't come with them.

I'm guessing it's your cpu fan that's running hard time to time.
Try to dust it out, take a vacuum and reverse it so it shoots our air instead, although not all vacuums can do it. Try find something else if your vacuum can't.

If that doesn't do the trick you might want to try looking for another cpu cooler at your local PC shop or www.newegg.com
Try look for a silent one.
