hi, ok well for the past few days my computer has been locking up after about an hour. i did some research and found out it was to to excessive temp. it was running idle at about 200 f. i then cleaned my computer out wiped it out and such. it cooled it down a lot. but its still running very hot. all fans work. i was wondering how i could adjust fan speed. i tried the programs speed fan and riva tuner. neither work. suggestions?

It appears like your CPU is overheating. If all the fans are functioning, I recommend reapplying the thermal compound.
If you don't have any thermal compound laying around, I would get
mx-2 or arctic silver 5, as they're pretty good in my opinion.
Last resort, if reapplying the thermal compound doesn't make a difference, purchase a new cpu/heatsink.

That one's a very good one for the price, possibly the best bang for you buck.
Btw, Rivatuner's used to tweak your graphics card or adjust the GPU fan, not the CPU.
