For video, Higher KBPS = Higher quality, amirite?
For audio, Higher KBPS = Higher Quality, amirite?
Also, is H.264 better quality or is MP4 better quality?

For the first two, generally, yeah, higher data rate equals higher quality.
H.264 is a codec and the ISO MPEG-4 standard is an audio/video container. It uses the H.264 codec and the AAC audio codec. To answer your question, MP4 (later revisions; i.e. MPEG-4 Part 10) is pretty much H.264, well at least the official, standardized container. H.264 video can still be contained in other formats such as Apple's "more unresticted" MOV format or the Matroska container (MKV).
