There's not really much out there besides FRAPs. Some games have developer modes or FPS modes that will show the game's technical information.
You might be able to force an FPS counter through the driver control panel, or through a third party driver control panel. I doubt it myself though. FRAPs is still the way to go.

i like rivatuner
it takes a long time to set up but then it gives you tons of info, like your
GPU temp, usage, clock speed, fan speed, GPU mem usage (xp only)
CPU usage, temperature, clock, fan speed
Ram usage, page file usage, motherboard temp, HDD temp
and yes, it takes like 20 mins to set up and add the programs you want it to latch on to

Last I tried, Rivatuner doesn't work on Vista x64, right?
It is a good program, though.

Great for overclocking.
Most games have a built in fps display.
Just some you might need a command for.
Just google 'show fps gamename'.

1. Most games support this on their own.
2. EVGA Precision for Nvidia will do this, as well ATI Tray Tools for ATI.

What about the signed driver issue?
EDIT:
I was trying to use it for my HD 4850, not an Nvidia card.

First check if the game you want that for has a command in its prompt (not all games have this) to display FPS. Try Rivatuner and see if you can get it working. I remember I wasn't able to a couple months ago, Vista x64 wouldn't accept its driver.
EDIT:
If it doesn't, why not Fraps? It's small, has the features you need in a program like it, and has a 64-bit version.

ATI Tray Tools driver might no cooperate under Vista, but the OSD hook still works as far as I know.
