EVGA GTX 260 216...................................................................$200
You'd probably be better off with a 4870, neck and neck performance while being $50 less.
Kingston KVR800D2K2 4GB........................................................$35
It's acceptable, however Kingston hasn't been the most reputable company as of late.
AMD Phenom II X4 810.............................................................$169
Spend the almost $50 you'll save by switching the GTX 260 to a 4870 and get a Phenom II x4 940. More overclockable.
Asus M3N72-D.........................................................................$128
This is socket AM2/AM2+. Isn't the Phenom II 810 only made for AM3?
Corsair VX550 Watt.................................................................$104
Yes.
Windows 7 64-bit.....................................................................free
Driver support might suck, but, whatever.
NZXT Tempest..........................................................................$97
Reading the reviews, this case seems to be very plasticy and cheap. Regardless of it's age, you may want to consider a very well built, cheap case such as the CM 690.
Western Digital Caviar Green 1TB...............................................$80
Good.
Samsung SH-S223F...................................................................$23
Fine
Dell UltraSharp 2005FPW..........................................................$130
The 12ms response time isn't great.
Also, a good heatsink wouldn't kill you. Bang-for-your-buck-wise, I recommend this.

Why is the Phenom II 810 less overclockable? It's just a 920 with less L3 cache.
For $100, get the Antec 900 II.
Corsair PSU is overpriced.
Caviar green sucks. Get the Caviar Black or Seagate 7200.11.

Having tested Win7 and haven't found any problems with it so far, it is still in beta. I personally wouldn't risk building a new computer with it unless I was using it for testing purposes only.
I would stick with WinXP until they get all the bugs worked out with 7, because we all know what huge bomb Vista was. While XP may not be on the shelves for much longer, it will be supported until 2014.
I also agree with Zarr's advice, while the Kingston memory may be cheaper, it's not really worth the headache later when it croaks on you. Oh, and I would advise going with Apevia or Gigabyte for your case, they're cheaper, better looking, and very well constructed.
