Are you kidding me? I sense a troll.
Of course it can Or else Microsoft wouldn't have packaged it with Windows. You should have no problem running even the full-fledged Avid editing software that major movie production studios use to edit big-budget films, not some crappy software/bloatware that Microsoft includes in Windows.
One 8800GT/9800GT and a budget quad core (i.e. Phenom, Core 2 Quad) should do well for your needs, although I'd still consider that to be lots of overkill. Even that system would encode the CPU-stressing H. 264 compressor quickly (50-60 FPS average). Actually, I think you'd be fine with a dual core and mid-end graphics card, with 2-4GB of RAM, for a fraction of the price of that computer.
EVGA's GTX 285 is still far cheaper than the price that iBuyPower/the system builder that you buy from, at $335. I've seen it from other 'Major Brands' for about $300.

Anything can run WMM. Use Sony Vegas Pro or something else.

Hello,
I'm not sure how WMM works. Do I need the VIDEO card or the CPU for the video encoding?
If I change all the video cards, I can save on $1.2k!

If you're going to build a computer, I seriously recommend you get advice for the parts before you go getting a beastly computer for something with such small hardware requirements.

If you're encoding video, integrated graphics will do. People always think video editing uses your graphics card, when it doesn't.
