GTA4 is really processor intensive, dual core processors often suck with it. You won't be able to run it on the highest settings, but you probably will be able to run it at mediumish settings.

Change the vehicle density if your game lags since the game produces lots of AI cars.
Got on the roof once, used a sniper scope to see the streets and instead of just simple geometry figures, you can still see the AI driving or doing its stuffs.

Should run fine. Sometimes it will dip a little below maybe 25fps.
You can overclock if you want. Slight volt mod will allow you to be at 4GHz. You'd be able to idle below 30C with an E8400 and somewhat decent cooling.

I OC'd to 3.8ghz.

I got an E8400 OC'd to 3.83 GHZ, and 4gb's of RAM, although the system registers 3.25 (I think I read somewhere that it's common for that to happen..)

It shouldn't be common for that to happen, must be those "safety/extra" settings in the BIOS. Speedstep, C1E or something.

Lol don't talk so much crap.
With 32bit windows, windows can only find 3.XXGB ram, its just so it is.
If you want to get more, get 64bit.

should run fine, although there are so many bugs in the pc version.
such as;
-even if you have a good rig, it'll still be laggy. Yes it's a bug from the game
-there's a chance of you not being able to finish the game by not being able to go in the chopper at the last mission
-and some small ones but the first 2 I listed were the biggest problems.
p.s; gta 4 does recommend a quad core processor.

32-bit will only read a bit over 3.xx gb ram as humper said...

You are wrong.
You're obviously stuck to a 32 bit addressing space by default, so you have 4gb of space for shit to be mapped to (like video memory among other things). You're not just mysterioulsy limited to 3.xx gb of RAM, there is a reason.
PS look up PAE, which some versions of windows do use and allow an upwards of 64gb under 32 bit.

Thanks I'll try it out. A lot of things I use don't have 64Bit versions yet, so I'm just waiting for things to get more familiar with 64Bit OS's, a lot of big things have 64Bit OS's available, but a lot do not, yet.
