My computer is acting strangely.
First, the screen acts weird. It wont turn on or off unless I shut down.
Second, I turn it on. It says that I need to "Start it normally", "Safe Mode", "Safe Mode with Networking", and "Safe Mode with Command Prompt". I pick Start Windows normally. Then, it starts. But when it is supposed to load the screen where I pick which user to use, it freees before it loads. It's just a black screen that stays there. I've tried unplugging the power source and resetting it, but I still dont kow what to do.

I think your windows is fucked. If that happen to me I would just reinstall windows again.

Nope, I cant do that If my computer wont even get to the user screen without going black and just saying there. I can see my cursor, btw.

Hit control + Alt + delete twice, then you get the classic logon screen.
If that doesn't work, try safe mode and a system restore.
If that doesn't work, reinstall windows.
If that doesn't work, reformat.
If that doesn't work, I have no idea what will.

Do a repair from the Windows disk, that should fix the issue, and it won't delete your files.

FYI: add to that a CMOS battery replacement and dust removal

or try the last known good configuration at the boot options. that's actually worked for me once or twice.

IF ALL OF THAT DOESNT WORK.
Then put in a boot disk of any windows, and boot your computer. Usually it will recognize that you have a boot CD and will ask you if you want to boot from that. And if your computer doesnt do that, then go into your BIOS [F2 at the starting screen..might be diff for your computer] and change the boot device to a CD/DVD drive.

If none of those work, try changing your operating system, and if it still won't work :
buy a new computer.

A quick fix is to reformatt, but never trust a harddrive that has failed you before.

Unless it's not the hard drive.
It's good to run fitness tests on drives every so often.
