Anyway to hook up fan to my GPU?

I have a crappy Sapphire 3450 HD and not planning to upgrade it.

any idea to hook up a fan to the heatsink? it didn't come with a fan

Really depends on how much space you have to work with.
This is a list of VGA cooling stuff, it all depends on what you can pull off.

You can opt for a PCI or PCIe slot cooling fan.

80mm fan and some string would be fine.

Just place an 120mm or 80mm fan ontop of the heatsink.

But do you really need an fan, I think it works just fine without one.

The fans on the case should aid with some cooling to your video card.

I have 2 intake. One 80MM and 120MM intake and one 80MM exhaust

umm take a fan(clip fan) and place it close to your tower, and blow it pointing away from you tower(to remove the hot air from area...
so your computer is just taking the hot air your tower removed back in...

Looks like the card's not wide enough for you to be able to screw an 80mm fan to the heatsink, but if you use a couple pieces of string or some hot glue to attach it you should be good. As far as power, just connect it to one of the headers on the motherboard, or the PSU depending on the type you have.
