Well, it's OKAY. It's not too good though.
Reasons: Dual core, it's getting out dated by the second. Video card, 9400 eww. Stock cooling, no oc'ing.
Basically, you can build one better than this for a little more.
Hmm, you said you don't want to build one. Then get this, and get a new cpu cooler and a new video card.
That'll cost about an extra 200 dollars
Oh and another reason, if i'm not mistaken, the cd/dvd drive is IDE. WAAAAAY outdated.

Dual Core processors aren't getting "out dated by the second". 
Stock cooling isn't always bad, sometimes it's even more efficient than a aftermarket cooler. You can always personally overclock it, nothing wrong with that.

Ask yourself why the previous owner why they want to return it in the first place.
