Sapphire HD3870
Ew, no, sucks, get an HD4850.
Asus P-50GA
Needlessly expensive for the specs.
Antec New Solution NSK4000
Small, few fans, not very pretty, a bit expensive.
Antec PRO 80mm
It's a fan.
Alternate Upgrade Kit AMD Phenom X3 8450/2GB
Not a big fan of 3 core processors, since they're just an equivalent 4 core processor with a defective/disabled core. Can't overclock.
Seagate ST3400320AS
Not bad, not great either.
Asus DVD-E818A3
Just a DVD player, you could probably spend $5 to get a DVD burner with a slightly faster read speed.
Where's the RAM, what's the latency/manufacturer/type/etc?
Where's the mobo?
From the sound of the price, this isn't really a "build" but rather some random shitputer from some other random retailer.
I suggest:
GA-EP45-DS3L
E8400
Any decent, cheapish ~500W PSU
HD4850
2-4GB of any decent DDR2-800 RAM, Corsair and G.Skill have been popular brands these days
Antec 300
Any 250GB+ Western Digital HDD
Cheapest SATA DVD burner you can find, it's hard to go wrong with these
