Get an Ati HD4850 or HD4870

Change graphics card. 9500 GT sucks. Get a 8800 or 9800 GT for $100. 850W PSU is overkill. Get a 500W one for $40.

What are you looking to do on the computer? You can cut back on the CPU by getting an E8400 and get a better GPU if you're going to game a lot (most popular games out now).

Half the ram (Maybe) get a 500w PSU and with the money saved from that, get a better video card.

Ok do as the most people sess:
PSU: Corsair either 450/550watt
GPU: 4850/8800GT(9800GT)/4670 (cheapest but its better then 8800GT)
CPU: You will be fine with that one, you probebly not gonna use all cores but
when you say your not gonna game so much, just take that.
