if ur talking about a cd then its recording technology that enables the disks to be written, erased, and rewritten through the use of a layer of a special material (called the phase change layer)

I'm sure he means the cooling. It's cooling where vapor turns to liquid, usually with a very good result in terms of system temperature (negative degrees celsius).

It's a form of refrigeration for cooling a PC, that works on a similar principle as air conditioners. It will typically produce temperatures around -50c to -200c. It's only really commonly used for overclocking competitions, not 24/7 use as it's high power consumption and noise make it unrealistic, though some people do run their systems that way 24/7.

wat do u do with the liquid?
u kno wat? im just gonna look it up on youtube.
edit:
ok so far i know that u get an AC and a condenser...so u can turn the air from the AC into liquid, which cools ur computer.
am i right?
