I say drop 30 extra dollars and get this one:
http://www.newegg.com/Product/Product.aspx?Item=N82E16814121253
Its the best price to performance ratio.
Also, before you buy anything, make sure your motherboard and power supply support it.

The best price/performance ratio still is with the 9600GSO. At $50 after rebate, you get near 8800GT performance.

A week ago, it was still in stock
From your choices, 1 or 3 look pretty even. The 8800GT is overpriced, when you're comparing to the 9800GT's you've selected.
The price/performance ratio right now seems pretty in-line. So it's somewhat up to how much money you can spend. At $120, the best thing you could probably get without going over is just about an 8800GT/9800GT.

9600GS is not as good as the 8800GT. The 8800GT is 2x faster than the 9600GS.

Even if the 8800GT was 2x faster, it still offers a great price/performance ratio.
In most situations, the 9600GSO is just a bit slower than the 8800GT (~15%), and it provides lots of overclocking headroom, where most of the lost performance can be regained. Unless you're running a high-resolution setup (1680x1050/1600x1200 or higher), and if you ramp up AA and AF to the max, then the 9600GSO is still the best card at $50.
You can also try finding HD 4850's with coupons, cash back, rebates, etc. For example, if you look on Dealigg, then you can find a nice deal for the HD 4850, at $135. It'll probably still be a bit over.

I would totally say 4850 (if you can afford) or else 8800GT/9800GTX+ no crap GS/GSO cards they really suck.
(tried them all)

If you can save up a bit more, go for a 4850 at $159 shipped, it will walk all over any of the cards you selected.
