These are what i got to choose between
Intel Core™ 2 Duo E8500 3.16GHz, Socket LGA775, 6MB, 1333Mhz, BOXED w*fan
Intel Core™ 2 Quad Q8200 2,33GHz, Socket 775, 4MB, 1333MHz, Boxed w*fan
A second question, About RAM
Corsair Value S. PC5300 DDR2 4096MB Kit w/two matched Value Select 2048MB
Corsair TWIN2X 6400 DDR2, 4096MB CL5, Kit w/two matched CM2X2048-6400 Dimm's
Which one would be the wisest to go with?
Third one is about the OS, What are the differences between the OS?
Microsoft Windows Vista Basic
And
Microsoft Windows Vista Home Premium
Is it like Windows Xp professional and xp home edition?

About the proccessors, if their for gaming; it depends on different games, some games utilise all 4 quads and some games only use 2.
quad is good for multitasking, like for example, downloading something from limewire, listening to some music, playing a game, and some other stuff maybe; your computer will be stable, but if its the due, id choose it for gaming. sorry if im wrong, but this is from my knowledge, any1 can correct me if needed _________________

get the 4GB of ram
Premium can do fancy GUI effect, Basic cannot |

A E8400 would be sufficient enough. Comparing an E8400 with an E8500, I don't think there's much about them except their core speed. And seriously, E8400 = 3GHz; E8500 = 3.16GHZ, not really much.

Go with the quad. As for the Q8200 if you can spend $30 bucks more than go with the Q9300.
The difference between the entry level quads (Q8000) and
the mainstream quads (Q9000) is the entry level lacks VT and TXT.
VT is Virtualization Technology
And TXT is Trusted Execution Technology (Xd Disable Bit) _________________

CPU - Neither, Q6600.
RAM - Barely going to matter unless you're overclocking. I'd just get the good stuff since it's piss cheap anyway. |

From your options, the E8500 if you're going to overclock, the Q8200 if you're going to run at stock. The Q8200 has a horribly low multiplier. I would get the Q6600 like slovach suggested, it's better than both the E8500 and the Q8200. You might want to stick with the E8400, a 10.5x multiplier compared to a 10x multiplier isn't much of a difference.
TL;DR: Out of the choices, E8500 for overclocking, Q8200 for running near-stock, but the Q6600 would be the best.
I would get the high-performance RAM, it'll probably fare better in overclocking/dropping the timings and surviving more voltage.

take a Q6600 i'm using one (probably most people who built a pc recently are too), mines at 3Ghz on stock volts + cooling and steady as a rock... just imagine how far it can go on liquid cooling etc.
it has by far the best price/performance ratio of any quad
get the good quality RAM like superweapons said as it will be easy to play around with. _________________
