Is this?

It's appearing randomly, sometimes when I open programs, and other times just randomly.

I don't know, really. My first guess would be that the .dll file is damaged.
Go to google and search for (thefile.dll) download and redownload -> put it in your system folder.

Uninstall and reinstall the drivers for your Linksys USB adapter. Thats all there is to it.
