You can try to do is uninstall and reinstall tablet pc optional components in "windows features" located in the control panel.
or Go to services and see if your tablet Tablet PC Input Service is disabled or not. If it is, enable it.

snipping tools is not a individual component. It's part of the additional components found in tablet PC.
What does not work? I've provided you with 2 options, be specific as to what method you tried that is not working.
Just out of curiousity do you any idea where tablet pc component is and where you can enable the service if it's disabled?
