I can't explain it so I'll give you an example.
Pentium 4 3.40 ghz = Core 2 Duo 2.4 = Core 2 Quad 1.8 Ghz
( ^^ I know this is incorrect, but its just an example)
Basicly, fill in the blanks.
1. Pentium 4 3.40 = Core 2 Duo (BLANK) ghz = Core 2 Quad (BLANK) ghz

Which core 2 duo? Core 2 duo uses ranges from 1.80 - 3.4 GHz.
Quad = 2,2 - 3,0(? unsure)

(Using SiSoftware Sandra to try to help guesstimate. o.O Firefox recognizes guesstimate as a word? o.O)
Probably something like:
P4 HT 3.4GHz = C2D 1.2-1.6GHz = C2DQ .4-1GHz?
It's kinda of hard to measure something like that...

This only converts the Core Speed of each core but processors have many more specifiactions such as Cache and Front Side Bus.
If you have a Pentium 4 3.0GHZ and a Core 2 Duo 1.4GHZ, yes the total core speed is bigger in the Pentium but FSB and Cache are much more powerful in the C2D

That's why I used SiSoftware Sandra, because it has a processor comparison that compares the computing power of each processor.

It depends on the software/application you're running on. If you have a 3GHz Intel Core 2 Quad, and a 3.6-3.8GHz Intel Pentium 4, but the application is only single-threaded, then the performance will be similar, since only 1 core can do the work. And since the Intel Core 2 Quad has a newer architecture, more L2 cache, a higher front side bus, it can match up with the Intel Pentium 4 at a faster speed. But the point is, the speed of a processor, especially in the multi-core range, is determined by both the hardware and the software you are testing.
Another point, is that some processors do better than others in specific areas, but do worse in other areas. So you'll need to explain which applications a processor is strong in, and which applications the processor is weak in. It's almost like writing a hardware review, since you'll need to note all the areas to get a good outlook on the performance.
