It means it's a static address. That means that next time you start the game the address stays the same. (So you could add you're results to the table and the table will still work next time you start the game)

It does mean it is static, "at that moment"
Some games that have green, after restart the address is not the same.

green means it is static as long as you use the modulename+offset method to write the address (default if you add it by doubleclick)

Oh ok. I do not get green scans while cheating but well, I understand it better now.
