first of all im not sure this will work on windows xp because im useing vista 32x

first of all open run and put this in the text box regedit, go to this key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon

Locate the "shell" string in the right pane and double click it. Replace the
value data with just "explorer.exe" (without the quotes)

Restart your computer and it should be working fine

Dude, who told you to do that.
Do you even know what Winlogon does.
I have no idea what it is but you shouldn't just play around with registry files.
It's possible you have fixed something. But when that fixed something elese is stuffed.
