Yes, but not fully.
Free = Wine
Commercial = Crossover Linux Pro/Standard
100% WIndows Compatibility = Some sort of virtualisation program
(eg. Free = Virtual Box Commercial = VMware Stuff) |

Linux is an OS, so normally you have to burn it.
