Im wondoring if it is possible to make a CE in a different language other than delphi... like in C++ or something.

CE is mostly C, hence the driver.
DLL is mainly just a wrapper for communication with the driver using DeviceIoControl.

Of course it's possible, and CE could be used as an example.
