1) Is it wrong to set speedhack to a noninteger? For example most people I know agree UO works best with it set to 3.5.... but this always seemed odd to set it to half a number.
2) What does sleeptime actually do? I've searched google and the boards and haven't found a very concise answer.
3) If I dual-client UO, will it cause any problems to open up a 2nd copy of CE and run speedhack on the 2nd client?

1. You can set speedhack to any number/integer except for a negative number or 0.
2. Speedtime is used in case speedhack makes it slow down instead of going faster. And if you use it, you don't set the number lower.
3.No idea

1: it works with non integer speeds.
e.g 0.5 will try to make it half the normal speed
2: when speedhack is running it has taken away the normal time and is updating the time the game sees itself. the sleeptime is the time in milliseconds that the new speed routine updates the time. The updater runs in the most important priority of the game, so a low sleeptime (a lot of updates) can actually take away speed from the game because it's eating all cpu than a higher sleeptime.
Problem with a higher sleeptime is as you may have guessed that it doesn't unpdate the time very often. So if the game is waitying for 10 milliseconds to have passed and the sleeptime is set to 100, it'll only notice the time has increased after 100 milliseconds (if 3 is causing 100% cpu load I recommend a sleep of arround 20)
3: Not sure, there might be a problem with the speedhack controller (as it's also obvious you can't do scans with 2 ce's running at the same time if they reside in the same folder) But not sure if it'll affect the speedhack

I have another CPU, (vista) and when i use ce 5.4 and i have runescape up, then i click speedhack, the ie window lags and i can't shut it down or anything, i just click speedhack in the middle of the game, help me out, am i doing something wrong?

No you are not. The problem is you can't hack Runescape like that. Check the Library of Runescape hacks in the Runescape forum
