it clears a hdd. you do that when you want to do a clean install of your OS.

you can format anything with removable storage.

does it matter lol. if you format your computer and don't have an os on it then it's nothing. all it lets you do is install an OS pretty much lol.

Formatting erases everything on an entire drive or partition and creates a fresh file system, so you'll lose everything on that drive.

If you want to reinstall your OS, you should format it, although you don't necessarily always have to.
