I recently purchased the ATI Radeon HD 2600 XT Pro, 512 MB GDDR3,
And I've noticed something, well, I don't really know how to quite phrase this, odd.
I can play Crysis on High, Half Life 2, Prey, STALKER, FEAR, Bioshock, and Oblivion on max, save Crysis.
Whenever I play Oblivion though, I have the resolution set to 1600x1200, 8 AA, Bloom instead of HDR, and Distant Landscape, Trees, etc,
But the textures in game aren't really that great.
I downoaded QarlT3's 2.7 GB Texture pack, and maybe I 'm just implementing it wrong [I'm using OBMM]
The textures pretty much seem the same regardless of resolution/AA/Etc.
Help? :/
[And by the way, the 2600 is a great card, but would it run better on Vista?]
I want to get DX10 but I'm waiting for SP1 and SP3 to come out so I can compare.
So I guess I'm asking
One; DirectX10 would vastly modify my landscapes?
And
Two; Anyone know how to correctly implement QarlT3's huge-ass texture mod for Oblivion, I've read FAQ's on it, maybe I'm just missing something..?

1- Never played the game, but I'm pretty sure it doesn't use DirectX 10, so no.

Well most of the games I have don't have the option to use, but if it uses 9.0c why wouldn't it use 10 anyway?

Because the game is not designed to use DirectX 10 technology. There's a difference between DirectX 9 and 10, DirectX 10 is more "realistic" So if the game was not meant to take advantage of it, you won't see a difference from DirectX 9 and 10.
Keep in mind that I don't know if Oblivion support DirectX 10 or not.

Etc.
My father works for Microsoft and he said that most games should utilize DX10 even though they weren't designed for them, so I'm slightly confused, as you can see.

If you are on Vista, and you play a game that doesn't take advantage of the DirectX 10 technology, you won't see anything that you can't see with DirectX 9, because the game was not coded to use DirectX 10 effects, etc.

I have a Radeon 2600 XT HD 256mb on Vista.. So far, on 1600x1200, I can run TF2 maxed out with a steady 80 FPS and CS:S with 100 FPS. Note, these are DX9 games. I'm sure you would be playin Crysis on DX10 with about 20 FPS. If you want to play DX10 games, I advise you to go with an 8800GT.

For now..
I'm going to wait until SP1 comes out,
And then just scrap this machine and get a whole new desktop in the spring, probably;
500 GB HD
4 GB Ram
4.37 Dual Core Processor [I think that's max for Dual Core?]
The Geforce 9800 or whatever, or maybe 2.
Vista 64 Bit Ultimate.
Suggestions?

Vista 32 Bit, not 64 bit. Get a 2.66 Quad Core with a 680i Mobo for $350 . As for the GeForce 9800GTX, if you can afford it, go for it. Just get a good PSU.

I don't think I'll overclock, I don't want to risk losing a card/motherboard/etc.
Should I get two of those 9800 on a new motherboard?
2GB Video Ram will be fucking insane <3

Just use the mobo I showed you. Thats perfectly fine for two 9800's running SLi. Also, get a 700W PSU just in case.

I always saw liquid cooling as a tool for overclocking, are you planning to OC?
