Deleting the stuff does not format it.
Make sure you have the power to do so on the computer. My school blocks us from formatting drives, installing, etc.

Allot of the drives now have a little switch on them to lock them as read only.
Why would you want to format a usb drive?
To partition it or what?
You cant format it to anything but NTFS unless the partitions are less then 32.
If you optimize you have to go through the the removal dialog to unmount the file system before you unplug the drive.
If you don't then you lose data.

He said it says it's read-only and it can't format, but thank you all for coming in and pointing out the obvious without even reading the problem.
Go Start>Control Panel>(Performance and Maintenence)>Administrative tools>Computer Management> Disk Management.
Right click on the volume, format.
You're welcome.
If that doesn't work, look for a switch on it, that sets it to read-only

why keep posting stuff that have been posted tons of times. this is the most basic way and i think he's having problems with this way. he probably doesn't have rights or his USB is locked.

Wow, it's amazing how right after I call four people out on not even reading the problem, yet another person says the same thing again...
