Make a program stay up at all times? like not able to click out of it or lik even if u press windows it wont go down, ect.?

a. the program can do it
b. write something to do it

ctrl+alt+del will get you out of almost every program... dunno if you can make it IMPOSSIBLE to minimize/close

You'd have to code it yourself. You would need to, if altering another program, sub-class the windows message loop and handle the messages for each thing yourself. You can do that using SetWindowLongPtr.

He wants it to be always there, not able to click "X" or close the window etc...yes he obviously needs to code it himself.

Make a program that disables the the Alt + Del + Ctrl buttons, and anyother hot keys. Remove the border, the close, minimize, maximize buttons. Have it cover the entire screen.
